This round of funding for the Workforce Opportunity for Rural Communities (WORC) initiative aims to boost economic prosperity and facilitate good job opportunities in Appalachia, the lower Mississippi Delta, and the Northern Border Regions. The WORC initiative addresses economic distress in rural areas and creates high-quality career pathways for residents, enabling them to thrive within their communities. In collaboration with community partnerships, the initiative aligns with existing development plans to cater to local and regional workforce needs. Administered by the DOL Employment and Training Administration, WORC grants ranging from $150,000 to $1.5 million will fund projects that provide career training and supportive services to individuals in targeted regions, helping them secure stable, high-demand occupations.

The DOL Building Pathways to Infrastructure Jobs Grant Program aims to fund public-private partnerships focused on developing and scaling worker-centered sector strategy training programs in advanced manufacturing, information technology, and professional services. The priority is on supporting renewable energy, transportation, and broadband infrastructure sectors. This initiative is designed to meet the workforce demands arising from the Bipartisan Infrastructure Law (BIL) investments and other acts like CHIPS and the Inflation Reduction Act. The program offers two training tracks: Development Track, which fosters local and regional partnerships for implementing effective training programs; and Scaling Track, which invests in established partnerships with proven success in sector strategy training programs. Both tracks prioritize serving historically marginalized and underserved populations, emphasizing career pathways, work-based learning models, and supportive services to increase participation and retention in these programs.

The Critical Sectors Job Quality grants provide $15 million to empower organizations such as state and local workforce boards, labor unions, employers, tribal governments, and various workforce organizations in piloting strategies that improve job quality and increase the availability of good jobs. These grants will support industry-led, worker-centered sector strategies developed through labor-management partnerships, focusing on equity, job quality, and worker voice while designing training models and preparing workers for family-supporting jobs.
