Connecting Colorado: One Year into a Statewide Workforce Modernization

One year into the modernization of Connecting Colorado, early results demonstrate how a modernized workforce system is improving access to services, supporting workforce professionals, and enhancing the experience for job seekers and employers across Colorado.  

Over the past year, the Colorado Department of Labor and Employment (CDLE) has been modernizing Connecting Colorado, the statewide workforce system that supports job seekers, employers, and the workforce professionals and partners who connect Coloradans to employment, training, and apprenticeship opportunities.

This work is part of CDLE’s performance planning efforts, which outline strategic goals for Colorado’s workforce system. Those goals focus on helping more Coloradans find jobs through the labor exchange, improving the experience for employers, increasing youth participation in the labor force, and expanding registered apprenticeship programs across the state.

The modernization of Connecting Colorado includes enhanced technology, streamlined business processes, and improved tools that support case management, business services, reporting, and service delivery across workforce programs.

What Has Changed So Far

Less than a year into the rollout, CDLE is seeing changes in how quickly people are able to access services and how staff spend their time.

The average time from registration to first service delivery has dropped from 10 days to about 3 days, allowing job seekers to connect with support much sooner after entering the system. Since launch, more than 143,000 jobseeker records have been automatically routed, reducing the need for manual triage and helping workforce professionals focus more of their time on direct service.

That activity is reflected in the day-to-day use of Connecting Colorado. More than 281,000 case notes and 2.27 million participant communications have been recorded, capturing the ongoing work staff performs across programs. Engagement has also increased, with more than 93,000 job seekers returning to Connecting Colorado multiple times and more than 137,000 program enrollments processed.

Taken together, these measures point to a system that is moving more efficiently and providing staff with a clearer view of customer engagement and where support is needed.

Why It Matters

Workforce systems often draw attention when something goes wrong, such as a delayed application, a missed enrollment, or a referral that does not fully connect someone to services. The modernization of Connecting Colorado is intended to reduce those breakdowns by making the system easier to navigate and more responsive for both participants and staff.
